2BAligned Strategies LLC is led by its founding partners: Bobby Lee and BethAnne Darby. This partnership combines over 50 years of deep expertise in the Pacific Northwest and beyond. 

 

Bobby Lee, Co-Founder & President, is a results-oriented public affairs strategist with more than 25 years of experience partnering with mayors, governors, global manufacturers, and nonprofits. His expertise centers on infrastructure (fiber broadband, green solar energy, semiconductor plants) and large scale economic development projects like MLB baseball, downtown revitalization, arts and culture, and tax incentive policies. Highlights include serving as Chief of Staff to Portland Mayor Ted Wheeler (2021–2024), where he led the 2022 charter reform to modernize city government, and championed community-focused policies. In Seattle as Director of Economic Development under Mayor Jenny Durkan, he orchestrated post-pandemic recovery. At the state level with Governors Kitzhaber and Brown, he helped advanced landmark projects like the Nike campus expansion, Google Fiber, Troutdale Reynolds Industrial Park and North Hillsboro Industrial Park. He also worked as legislative staff for the Oregon House and Oregon Senate, and served as an elected official on the Eugene City Council, where he helped expand programs to support homeless youth, library and urban parks. In the private sector at SK Hynix Semiconductor, he led government affairs, communications, and environmental service programs. BethAnne Darby, Co-Founder & President, is a passionate advocate and policy leader with over 20 years championing missions in public education, healthcare, public health, labor, retirement security, and youth services. She excels at strategic problem-solving through detailed analysis, strong communications, and effective advocacy. Her career includes serving as Assistant Executive Director for Public Affairs at the Oregon Education Association, building coalitions and acting as chief lobbyist for equitable funding and healthcare for 42,000 members. At the Oregon Health Authority, she coordinated policy and communications across thousands of stakeholders to expand Medicaid access for one million Oregonians. In the private sector at Moda Health, she navigated complex regulations while leading strategic planning. Most recently, she founded Spark Change Consultancy and served as Interim Executive Director of Youth, Rights & Justice. A member of the Oregon State Bar (JD from Willamette University College of Law) and BA from UC Berkeley, BethAnne serves on boards including Trillium Family Services and NAMI Oregon, infusing every project with insight into regulated sectors and social impact.  (bethanne@2balignedstrategies.com)
